This decision was really awesome, and a great way to show Korra’s ability to choose her own path even if it means rejecting her legacy.
When Wan made his decision to separate the worlds, it was an unfortunate but necessary one. Due to the nature of their prior relations, human and spirit cooperation would have been impossible on a wider scale — humans (apart from the proto-Air Nomads) were simply too afraid of spirits to meet the spirits as friends rather than as enemies.
But now, ten thousand years later, those relations are very different. Humans might be less concerned with the affairs of spirits, but they don’t have dark feelings towards them. The things that were frightening in the dark seem welcoming when a light is shone on them, and humans can now see spirits in the light of Korra’s victory rather than the darkness of who knows how many years of effective oppression.
And, because of that, Korra is free to choose to allow the world the responsibility of reintegrating itself, rather than keeping her position as the only true mediary between the two realms. Aang apparently spent a ton of time dealing with every issue that arose between the two because, as part of the Wan era, he couldn’t trust the two worlds to resolve any issues on their own. Korra’s made the incredibly powerful decision to reject that part of her authority and spread it to the world at large.
It’s actually kind of interesting — Aang, who initially rejected his power and responsibility, had to learn to accept it, while Korra, who initially clung to her power and responsibility, had to reject part of it that was no longer necessary and delegate it to the world at large.
